France to tax non-windows tablets?

According to a news report, France industrial counsel is planning on taxing on MS Windows tablets, i.e, iPad and Galaxy Tab. This tax will come into effect from January 12th. This indicates that MS cannot compete with Android based tablets based on quality, and now resorting to "other" methods of competition.
